ELIGIBILITY  POLICY  FOR  STUDENT  PARTICIPATION  IN

EXTRACURRICULAR  ACTIVITIES  -  MIDDLE  SCHOOL

 

A.    INTRODUCTION

A  primary  goal  of  out  middle  school is to assist in the total development of students

who are adolescents.  In  order  to  achieve  this goal, the Cleveland Heights-University

Heights  City  School  District  offers  a  rigorous  academic  program, and a varied and

comprehensive array of  extracurricular  activities.  To assure that  the appropriate time  

and effort is spent in each of these areas,  the  Board  of Education has adopted a policy

to  determine  a  middle  school  student’s  eligibility  to  participate  in  extracurricular 

activities.

 

Specific academic criteria will determine a student’s INITIAL ELIGIBILITY  to join an

activity. A  combination  of  both  academic  and  conduct expectations will determine a

student’s BI-WEEKLY ELIGIBILITY, throughout the duration of each sport of activity.

 

The major goals of this policy are:

 

1.        To encourage each student to participate in a variety of extracurricular activities.

2.        To   reinforce   each   student’s   attention   and   commitment   to  academic

achievement.

3.        To support each student’s efforts to maintain acceptable academic and conduct

standards.

 

B.     EXTRACURRICULAR  ACTIVITIES

 

1.   The   activities   governed   by  this  eligibility  policy  include  virtually  all

      extracurricular, school-sponsored programs.

2.      Such activities include athletic teams on which students participate as players,

managers, or statisticians.  Among these are all seasonal sports teams:  (Fall)

field hockey, football, girls’ tennis and soccer: (Winter) basketball, volleyball,

and wrestling; (Spring) baseball, boys’ tennis, softball, and track.

3.      Also included are any school-sponsored clubs of activities that are not directly

related to academic course offerings, such as chess club and drama.

 

C.    GRADE LEVEL QUALIFICATION

 

In  order to  be  a  member of  a  middle  school  sports team  or  cheerleading squad, a

student  must  be enrolled  in  either  7th  or  8th  grade.  A student from any grade may

serve as a manager or a statistician for a sport.  A student from any grade may

participate in non-sports related extracurricular activities such as drama, newspaper or

chess club.

 

D.    THREE  TYPES  OF  ELIGIBILITY  STATUS

 

1.      Eligibility

E.     ELIGIBILITY

 

1.      Any student who meets the grade level qualification and passes ALL classes on

the  report  card  from  the  preceding  academic  quarter,  will  be  ELIGIBLE  to

participate in any activity.

2.      The  June  report  card  is  to  be  used  to  determine  eligibility for  the  following

September.   Summer   School   grades  earned  may  be  used  to  substitute  for

failing grades received at the end of Semester II.

3.      Any sixth grade student who received no more than one “F” on the June report

card from fifth grade may be granted conditional eligibility.

4.      This eligibility policy may include an exemption from the academic requirement

for   handicapped    students   receiving    special    education,   if   the student’s

Individualized Education Program  (I.E.P.) indicates an exemption is advisable.

 

F.     CONDITIONAL  ELEGIBILITY

 

1.      Conditional  eligibility  may  be  granted  only  once  during  each  year

of  middle  school  and  never  for  two  consecutive  semesters  within  a

12 month  period.  Any student who receives one “F” grade in a core course

on the report card from the preceding academic quarter will be considered

INELIGIBLE,  until  the  student  applies  for  and  receives  CONDITIONAL

ELIGIBILITY.

2.      CONDITIONAL ELIGIBILITY must be sought jointly by the parent/guardian and

the student.  Before the start of the activity,  both will be required to attend an

evening meeting with the appropriate school administrator, the school’s athletic

director, the athletic coach, or the activity’s advisor.  (Parents/guardians who are

unable to attend the evening meeting must contact the athletic director or the

advisor to arrange a separate meeting.)

3.      Both the parent/guardian and the student must sigh the Conditional Eligibility

Contract.

 

G.    INELIGIBILITY

 

1.      Any  student  who  receives  more  than  one  “F”  on  the  report  card  for  the

preceding academic quarter, will be INELIGIBLE.

2.      Any  student who  receives  one  “F”,  while  on  conditional  eligibility, will  be

ineligible for the following quarter.

 

H.    BI-WEEKLY ACADEMIC ELIGIBILITY(second and fourth weeks of the month)

 

1.      Any student who participates in extracurricular activities will be subject to a bi-

weekly Review of Academic Progress.  All participating students are monitored

by teacher, throughout the duration of each sport of activity.  The responsibility

for turning  in  the  bi-weekly  report  rest  with  each  classroom  teacher.  (The

athletic director will monitor the posting of team and activity list.)

2.      Any  student  who  receives   “F” in  any  class during a bi-weekly review will be

ruled ineligible for the following two weeks.

3.      During a period of BI-WEEKLY ACADEMIC INELIGIBILITY, a student will not be

permitted to:  participate  in  any  activity  or competition, dress  or  attend any

activities  as  a  member  of  the  group,  or  travel  with  the  group.  Whether the

student  practices  with  the  group  during  that  week  is  at  the  discretion  of  the

principal or his/her designee.

 

I.       CODE  OF  CONDUCT

 

1.      Any athlete not complying with all Cleveland Heights-University Heights Board

of Education Policies and Procedures risk being ruled INELIBILE.

2.      An administrator, athletic director, coach or activity advisor may rule a student

INELIBIBLE on a TEMPORARY basis, due to the student’s behavior offenses, as

listed in the Students’ Rights and Responsibilities Handbook.

3.      Any  student  who is assigned to  I.S.D. for one or more class periods during a

day will be INELIGIBLE for that day.

4.      Any  student  suspended  from  school  will  be INELIGIBLE  during  the  period of

suspension.

5.      During a period of TEMPORARY INELIGIBILITY, due to unacceptable conduct, a

student will not be permitted to:  participate in any activity or competition, dress

or attend activities as a member of the group, or travel with the group. Whether

the student practices with the group during that period is at the discretion of the

principal or his/her designee.
